Yes, Make it Grow is a perfect pre seed fertiliser. Both the nitrogen and phosphorus will encourage root growth and germination and it will continue to strengthen the the new sward as it establishes.

Can I use this on newly sown grass. If so what application concentration should I use?

Yes, you can apply to new lawn. You will find the application rate in the usage section but I have also included it below.
Foliar (leaf): For every m2 of the garden, you need 2ml of mixture & 80ml of water
Root: For every m2 of your garden, you will need 6ml of mixture and 100ml of water

Hi, this is a quick release fertiliser and can be applied to the lawn every 6-8 weeks.
